Water Rates

The total water charges shown on a monthly bill include  a Service Charge and a Usage Charge.

1. Service Charge:

The monthly Service Charge is a fixed charge and does not provide for any minimum water consumption allowance.  The service charge is based on your water meter size as follows:

2. Usage Charge:

Usage Charge are applicable to all water consumed during the particular billing cycle. The rate charged to all residential and commercial customers for each billing unit (100 cubic feet or 748 gallons) of water is $0.41 per 100 cubic feet.

Other Miscellaneous Rates

1. Deposit for New Water and/or Sewer Service:

New customers are required to provide the following deposits before receiving services from the District:

A.  Assumes ¾ inches metered service is being provided.  Should a larger meter be requested, the fee corresponds with the monthly Service Charge as listed above.
B.  Assumes two residences on the property. Should additional residences exist on the property, an additional $15.40 shall be charged for each.

2. Construction Water:

Water supplied for construction is charged at rate of $0.80 per 100 cubic feet.  The customer in need of construction water is required to rent a hydrant meter from the District. Click HERE for the Hydrant Meter Rental Agreement. Said agreement includes a $970.61 deposit, which is refundable upon return of the meter, and a monthly rental fee of $145.59. The monthly rental fee in not prorated.

3. Late Payment Charge:

Any account not paid in full by the due date, as stated on the billing, is charged a 10% late charge.

4. Out of District Charge:

Any customer who resides outside the District service area and who obtains water from the District on a temporary basis is charged a one time fee of $25.00.

5. Call Out Fee for Emergencies

Any service call between the hours of 3:30 PM and 8:30 AM will be charged a Call Out Fee of $25.00. Should it be determined that the requested emergency repair is on the District’s side of the meter, the Call Out Fee will not be charged.

6. Water Service Shutoff\Re-connection Charges:

  • Water Re-connection Fee $25.00
  • Each additional Re-connection is $25.00
  • If lock is cut, lock replacement charge $30.00
  • If valve is damaged, valve replacement will be at cost.
  • If lock is cut, meter removal and re-installation will be at cost.
  • If service is interrupted for non-payment, you will be required to provide a deposit (see deposits for new services)

7. Returned Check Charge:

Returned checks charge is $28.00. No checks will be accepted for 6-months.

Fees for New Sewer Connections

The fees for a new sewer service, as shown below, do not include construction costs for installation of a sewer lateral to the individual applicant’s property. The applicant for said connection shall hire an appropriate licensed contractor at his own expense to perform such work. New sewer connections are only allowed to properties within District boundaries.

A. Sewer capacity fees for commercial developments are calculated using water supply fixture units in accordance with the most current version of the California Plumbing Code. Twenty one (21) fixture units constitutes one (1) Residential Equivalent. Fractions of Residential Equivalents are rounds up to the next whole Residential Equivalent.  For Example, 25 fixture units constitutes two (2) Residential Equivalents (25/21=1.19RE, rounds to 2RE).
B. The Special Sewer Connection Fee is based on a residential equivalent (RE) and applies to all new services or an change in services resulting in changes in land use. For parcels assigned with a County of Kern Land Use Code (LUCK) consistent with duplexes and apartments, the total REs shall be multiplied by a factor of 0.80.   For parcels assigned with an LUCK consistent with mobile home parks, the total REs shall be multiplied by a factor of 0.75. The REs for parceling proposing commercial and industrial land uses shall be determined on a case by case basis and shall be related to the water consumption (fixture count).
