Miscellaneous Rates

 

New customers are required to provide a deposit of $150.00. Upon the completion of 12 months of service and timely payments, the deposit will be returned as a credit on the account. Should two or more units exist on the property, a deposit bill be required for each unit.

2. Construction Water:

The customer in need of construction water is required to rent a hydrant meter from the District. Water supplied for construction is charged at rate of $4.85 per unit (100 cubic feet), with a monthly rental fee of $201.44 and  $2500.00 deposit.  The deposit will be returned at the end of the term of the hydrant meter use less any balanced owed.  If the balance is larger than the deposit, then payment for the difference will be required at the time of returning the hydrant meter.  Please click below to access the District's hydrant rental form.

3. Late Payment Charge:

Any account not paid in full by the due date, as stated on the billing, is charged a 10% late charge.

4. Out of District Charge:

Any customer who resides outside the District service area and who obtains water from the District on a temporary basis is charged a one time fee of $25.00.

5. Call Out Fee for Emergencies

Any service call between the hours of 3:30 PM and 7:30 AM will be charged a Call Out Fee of $25.00 plus any costs assocaited with the repair. Should it be determined that the requested emergency repair is on the District’s side of the meter, the Call Out Fee will not be charged and no costs to repair will be assessed.

6. Water Service Shutoff\Re-connection Charges:

  • Water Re-connection Fee $25.00
  • Each additional Re-connection is $25.00
  • If lock is cut, lock replacement charge $40.00
  • If valve is damaged, valve replacement will be dtermined by District based on cost to repair.
  • If lock is cut, meter removal and re-installation will be be assessed along wiht lock cut fee.
  • If service is interrupted for non-payment, you will be required to bring you balance to zero (pay account in full) bringin account current to have water reconnected.

7. Returned Check Charge:

Returned checks charge is $35.00. No checks will be accepted for 6-months.

8. Capacity and Cnnection Fees:

FEES FOR NEW SEWER CONNECTIONS

The capacity fees for a new sewer service, as shown below, do not include construction costs for installation of a sewer lateral to the individual applicant’s property. The applicant for said connection shall hire an appropriate licensed contractor at his own expense to perform such work. New sewer connections are only allowed to properties within District boundaries.

A. Sewer capacity fees for commercial developments are calculated using water supply fixture units in accordance with the most current version of the California Plumbing Code. Twenty one (21) fixture units constitutes one (1) Residential Equivalent. Fractions of Residential Equivalents are rounds up to the next whole Residential Equivalent.  For Example, 25 fixture units constitutes two (2) Residential Equivalents (25/21=1.19RE, rounds to 2RE).
B. The Special Sewer Connection Fee is based on a residential equivalent (RE) and applies to all new services or a change in services resulting in changes in land use. For parcels assigned with a County of Kern Land Use Code (LUCK) consistent with duplexes and apartments, the total REs shall be multiplied by a factor of 0.80.   For parcels assigned with an LUCK consistent with mobile home parks, the total REs shall be multiplied by a factor of 0.75. The REs for parceling proposing commercial and industrial land uses shall be determined on a case by case basis and shall be related to the water consumption (fixture count).
